Apple II Rev 3: Clone or prototype?

I recently bought a couple of Apple II Rev 3 boards. They are slightly different than a normal board and are claimed to have been acquired from an Apple insider.  I cannot verify this claim.

The “green” board that I acquired shown below was reported to be hand soldered. I can only find evidence of the memory being hand soldered. It also has the rear outer ground cut in several places and re-soldered via bridges. I’m not exactly sure why that would be done.

The “white” board is identical to a Rev 3 with no solder mask or graphics. You can see a couple of replaced interface board connectors and the full hand soldering on the back. It has been determined that boards like this existed as prototypes but without verification, it is hard to come up with a conclusion. I have never seen a clone this precise, if one exists.

Here’s the Non-solder mask board running. I could only get to the monitor prompt (*) and poke around but could not get BASIC to run. When I get to the BASIC prompt (>), it freezes until I can get it back to the monitor. Here’s a pic.
